As the Philippines pushes to become a regional leader in artificial intelligence, its universities are being forced into a difficult but necessary transition. The country has one major advantage: a young and highly digital generation spread across more than 7,600 islands. But potential alone is not enough. If higher education institutions fail to adapt, existing gaps in access, skills, and opportunity may only become more pronounced.

A recent discussion paper from the University of the Philippines Center for Integrative and Development Studies (UP CIDS), “Rewriting the Rules: The Philippine AI Roadmap and its Transformative Implications for Higher Education,” examines exactly this issue. Written by Juvy Lizette M. Gervacio, the paper looks at how the National AI Strategy Roadmap (NAISR) 2.0 connects with Philippine higher education and why universities may need to rethink far more than just their technology programs. Questions involving teaching methods, ethics, curriculum design, and institutional readiness now sit at the center of the discussion.

Introduced in 2024 by the Department of Trade and Industry (DTI), NAISR 2.0 expands earlier national AI initiatives by responding to the rapid growth of generative AI. At the same time, it places strong emphasis on governance, research, workforce development, and responsible use. The broader ambition is clear: position the Philippines as a competitive AI hub by making use of its large English-speaking population and steadily growing the number of STEM graduates.

For universities, however, this vision also exposes long-standing weaknesses in the education system. Many programs still rely heavily on memorization, repetitive assessments, and rigid classroom structures that no longer match the demands of an AI-driven environment. Schools are now under pressure to teach AI literacy and technical skills while still preserving the human qualities technology cannot easily replicate—critical thinking, creativity, ethical judgment, and cultural awareness.

In many ways, AI could also address problems that have existed in Philippine education for decades. Personalized learning platforms, for instance, may help students in remote island communities where access to teachers and educational resources remains inconsistent. Virtual laboratories and simulations could make practical learning more accessible in fields like agriculture, marine science, and disaster resilience, especially in institutions that lack physical facilities. Some educators are even beginning to use AI-generated feedback tools to encourage deeper analysis rather than routine outputs that students can easily reproduce online.

Still, the challenges surrounding AI integration remain difficult to ignore. While mobile phone use is widespread across the country, reliable internet access is not. Students in geographically isolated and low-income communities continue to face major disadvantages in digital learning environments. There is also growing concern that biases embedded in AI systems could reinforce existing inequalities tied to language, region, or socioeconomic status. On top of that, many faculty members still lack the training, institutional support, or infrastructure needed to use these technologies effectively in the classroom.

Academic integrity has become another pressing issue. The rapid rise of generative AI tools has pushed educators to reconsider traditional assessments, particularly take-home essays and standardized written tasks that can now be generated within seconds. As a result, many institutions are beginning to shift toward more authentic forms of evaluation that focus on application, discussion, and original insight rather than easily replicated answers. Broader concerns involving data privacy, responsible AI use, and the protection of Filipino cultural values have also become increasingly urgent, even as many universities continue to operate without clear institutional policies.

Drawing from governance frameworks and case studies involving the University of the Philippines system and University of the Philippines Open University, Gervacio’s paper points to a widening gap between national ambition and institutional reality. While the country’s AI roadmap outlines bold goals, many universities are still struggling with uneven implementation, limited resources, and inadequate support at the classroom level.

The paper ultimately calls for stronger coordination between government agencies, academic institutions, and industry partners. Among its recommendations are expanded training programs for educators, increased investment in digital infrastructure, and incentives that encourage responsible and innovative uses of AI in teaching. More importantly, it stresses that equity cannot remain an afterthought in the country’s push toward technological advancement.

In the end, the Philippines’ transition into the AI age will depend on more than simply adopting new technologies. What matters is whether universities can develop an approach to AI education that reflects Philippine realities—an approach shaped by geographic fragmentation, cultural diversity, uneven access to resources, and the country’s long history of resilience. The institutions that manage to adapt successfully will help shape not only the future workforce, but also the country’s role in an increasingly AI-driven world.
