House Majority Leader and Ilocos Norte Rep. Ferdinand “Sandro” Marcos III pushed for the implementation of a “no work, no pay” policy on January 27 for members of congress, criticizing their absence during hearings as “waste of taxpayers’ money.”
As per Congressman Marcos, House Bill 7432 or the proposed No Work, No Pay for Members of Congress Act aims to strengthen public trust, ensuring that public funds are spent only for lawmakers who fulfill their duties.
“The principle of ‘no work, no pay’ is a general labor standard applied to workers across the country. However, Members of Congress, who are entrusted with the responsibility of crafting laws and representing the people, are currently compensated regardless of attendance or participation,” Marcos said.
Critics on lawmakers absentees resurfaced after Sen. Bato Dela Rosa notably missed work days following rumours of his warrant of arrest from the International Supreme Court.
Senate President Vicente Sotto III said in an ambush interview before the Congress resumed session on January 26 that Dela Rosa had skipped plenary sessions without any prior notice since November 2025.
The proposed bill also recognizes valid excuses which include physician-certified illnesses, schedule conflicts with other official duties, and an approved leave of absence.
According to the bill, the amount of salary withheld from the absentees shall be based on the number of missed work days.
House Bill 7432 also strictly requires an official attendance record released to the public, strengthening government accountability.
“Any attempt to falsify attendance records or claim compensation without performing official duties shall constitute misconduct and shall be subject to disciplinary action, including suspension or expulsion, in accordance with existing rules of Congress,” the bill stated.
Marcos urged the passing of the bill as early as possible to affirm elected officials’ commitment in upholding the highest standards of public service.
