In order to protect minors from “dangerous” online exposure, Sen. Sherwin Gatchalian has filed a bill seeking a social media ban on minors aged 16 and below.

Under the Senate Bill No. 2066 or the Social Media Safety for Children Act filed on April 22, underaged children are not allowed to register, access, or create an account on social media platforms.

“It's time to protect our children from the dangers brought by social media. Let's act now before this starts to worsen," Gatchalian said in Filipino on April 24.

Gatchalian added that while similar bills related to anti-cyberbullying and exploitation exist, they do not have a comprehensive framework to keep children safe from digital exposure.

Under the act, platforms are required to include age and identity verification and to perform regular audits to identify and deactivate any violating accounts.

In addition, a fine ranging from ₱1 million to ₱10 million shall be imposed, along with an additional ₱100 daily upon due notice.

The Department of Information and Communication Technology has coordinated with other agencies such as the National Telecommunications Commission and the National Privacy Commission to implement the bill within 90 days after passing it.
